TheNintendo DS and the PSP have way too many hackers and theres not a whole lot you can do about it and theres nothing that anyone does about it, but do the WII, PS3, and XBOX360 have safeguards against this? Like banning and suspending people for cheating?

People make new hacks every day that can pass by the anti-hack programs...There's really no way to eliminate all hackers. They are like drugs. You can't get rid of drugs all together, but you can keep them at a minimum.

I've heard of people playing Resistance online and hacking a lot, getting a clear warning about it on the online start-up page, then getting banned for doing it.

I'd say rules varies from game to game.

hackers should rot in the deepest levels of hell where rapists and murderers will point and laugh as they get burnt in a lake of fire :D
