Definitely not, any NES game that I've actively beaten and could regularly get to the final fight isn't even close to the list of hardest games. Battletoads is probably #1 for me, narrowly ahead of Guardian Legends. Silver Surfer as mentioned above probably deserves consideration as well.
Punch Out only has one hard person on it, and that is Mr. Dream, AKA Tyson. I would have to side with those that pointed out Battletoads. The hours and hours I played that just to finish it and get rewarded with the worst ending in VG history...
Teenage Mutant Ninja Turtles is by far the hardest NES game I have ever played, just the way the game is set up it already gives you half a chance and a swift kick to the nuts.
