looking for a game some help please

ok years ago i got this game for my computer it was alot of fun i lent it to someone and they never gave it back. you had this futureistic aircraft carrier that made heilocopters and hoover crafts and stuff. and you could put these chips in them that had the knowledge of fallen pilots. you could give them orders and jobs to do or you could do them yourself. it was alot of fun you could play it kinda like a rts but at the same time get down into the action yourself. i would appreciate some help with the name of this game
