There is a really logical and obvious reason for this, and its not just because of any possible 9/11 controversy that may arise, one that even Rockstar stated in an feature magazine interview....ready....
Liberty City is based on New York City.....Rockstar's offices are based in NYC, so if anything I think they would have a very clear idea of what keeps with the theme of the setting.....

Why should u use a plane in a big city? too hard to fly and just no room.. In GTA SA it was great to fly a plane with the big open fields and dessert landscape but i dont think u need planes inĀ GTA 4Ā if u got a helicopterRiantomeister

It doesn't have to be a life simulator, it should be about giving the player as many options as possible. Just as the past ones did.

I think you're looking at this the wrong way.Ā New York's skyline is so choked with tall buildings and is so densly populated that there would be nowhere to land.Ā There's very few options for moving around the city in a plane that it would be pointless.Ā Better that Rockstar focuses its efforts on building interiors, lots of cars, and better graphics.Ā

Or they could focus their efforts on all of the above, including planes?Sounds like a bunch of people making excuses for the developer to me.
I don't think it's a big deal at all. I only used planes when needed for missions in Vice City and San Andreas, so I don't really care. Helicopters are much convenient in a big city and easier to manoeuver.

There are plenty of small seaplanes i the miami area.....seaplanes actually fit into the theme of a city based on Miami.
What the player chooses to do with the vehicles that fits in with the theme doesnt matter.

Well...then blame Rockstar, cause that's exactly the reason they gave in the interview feature with OPM and that with the kind of detail they are going with with GTAIV it would be pointless to have planes for this theme cause you'd be across the map in 5 seconds.
And the past ones didn't have really major vehicles that were out of place with the theme....all the vehicles in each of the series fit in with the location and theme.

You mean the Unlockable one that only spawned at an Army base when you got a certain amount of hidden packages....or did you mean the one that only appeared when you when completely psycho and the army came out after you after getting a certain star rating, which even then the army wouldnt appear until you passed a certain point in the game.Ā

Which was also unlockable only after completing the airstrip missions :P
I'm sure GTAIV will have unlockable vehicles, but Rockstart said an airplane doesn't work given they are trying to do with GTAIV and especially given the setting and its only taking place in one city.....a very detailed version of the city that will actually be bigger then all the other games, but still just one city.

Or they are a developer more interested in making a nuanced and quality game experience rather than a rehash with everything and the kitchen sink thrown in to placate the masses.

Ā Yeah, I wont miss the planes,useless vehicle, I only used them if the mission required them.
Ā Helicopters on the other hand are a must,and if GTA4 did not have them,then the game would downgradeĀ alot in my eyes.
No planes because in the city of accuracy? Thats BULL.
Has anyone ever been to New York City? JFK Airport anyone? LaGuardia? Not to mention planes fly over NYC all the time.
As you can i tell i am STILL pissed they didn't include airplanes. Seems like such a step backward in a major area.
There better be base-jumping from helicopters and buildings at least.
