there's tons of buids that work, if its your first time playing your best bet is to go with something that will allow you to do a little of everything...something like nord, or wood elf and then choose spellsword as your class. That way you'll be able to everything...magic, swords, bow/arrow...little bit of everything! It's a great game, have fun with it!

In my opinion I think Argonians are the best because of their immunity to poison and disease resistance and then water breathing which helps a lot throughout the whole game. Just whatever you like is gonna be your best choice.

Don't let anyone tell you what character or what class to play as. Just pick something you think looks interesting and go from there. The opening mission in the game allows you to experiment with all the various skills and abilities each class has to offer so you can find your footing before heading out into Tamriel.

The great thing about Oblivion (and pretty much any Bethesda game) is the fact that there's no right or wrong way to play it. Each race has its own unique strengths, weaknesses, and special abilities; but just make sure the race you choose matches the type of skills you want your character to have.

Yep, and it actually gives you the option to change your character's race and skills at the end of the opening mission.

choose major skills that are slow to level up, like restoration, destruction, mercantile, block, ect...

don't choose major skills that level up super quickly, like conjuration, alteration, mysticism, illusion, ect...

You should check out an Oblivion leveling FAQ. Oblivion has a very counter-intuitive leveling system so the "natural" way to design a character, with your most-used skills picked as major skills, ends up gimping your character in the long run.
