No, I watched a ~10 hour playthrough. I can answer any question you have about this game to prove it, and I can describe its mechanics and GUI in great detail if necessary. I even designed my sis's character and built her houses and bought all the furniture. She's little, so I helped her every step of the way through the game.
And no, it's not a strategy game. It's a simulation.
You know just because it`s outside of the RTS realm it can still qualify as a strategy. You have to deal with social situations (micro managing alliances and trade), build and design a house that suits your Sim`s needs (managing a town or colony), and the list goes on and on. Good on GameSpot for recognizing a clever and sublte strategy game this year for being the best in it`s category.
But there's no victory; that's what a strategy game is about, using a strategy to significantly improve your chances of victory. Chess, checkers, Warcraft, Total War series, they all have this element which the Sims lack: defined victory and loss.
