Who makes prices for a video game? is it the developer, publisher or the store itself? are all new games 60$ when they first come out? who makes the price rules and why do video game prices change for some games????

Publishers set the prices, but sometimes stores put discounts on the games they've bought to sell at retail. Whenever you buy something at a store, you're really just paying the retailer back for what they bought from the publisher, that's why sales can happen...at that point, the store owns the product and can do whatever they want with it.

Other times, publishers lower prices of games after they've been out for a while.
