Why would you want RE 1.5? Its incomplete just like the MGS beta shown at E3 of 1997 oh boy was it different though. :?
It seems like a no brainer to release this game, especially considering how cheap it would be to finish. However make no mistake about it, Resident Evil 2 is clearly the superior product. I used to think that 1.5 would have easily been the better game, but in seeing most of it I now realize that the revamped version was better from top to bottom. The graphics, the gameplay, and the story (the A/B scenario was pure genius) were all much better in 2 then they were in 1.5.
For anyone that hasn't seen it, here's a "walkthrough" of 1.5. This is about as close as you'll come to seeing the actual game from start to finish.

In looking back the things that I really liked about 1.5 were the blue tint of the police station, the Chiefs office, the hoardes of zombies, and the entrance to the Umbrella facility. Other then that I would have to say that I prefer 2.

It wasn't finished. They're have to probably start development from scratch.
I think what's interesting about RE1.5 is that it seems longer than RE2, and the gameplay is balanced differently. There were also a variety of different zombies, which was scrapped until RE3. Another interesting thing to mention, is that some of the development team went to work on Parasite Eve 2 with Square.
I think a perfect RE2 remake would contain elements of 1.5 and 2.
I'm not sure it would be worth spending money on, if the game isn't finished then whats the point in playing a broken game?
If Capcom were to finish the game then I could see myself wanting to play it.

Well at this point the cost would be minimal. You could probably assign a small team to complete it, where as back in 97 they probably had a whole department. The trickiest parts would be finishing the dialog. As I understand it all the FMV's were finished when the project was scrapped. Of course you have to wonder how much of the programming and all the other materials relating to 1.5 are still around the office. Just because it was 80% complete in 1997 doesn't mean it's still 80% complete today. It's very possible that a lot of material for 1.5 was deleted off Capcoms hard drives to make room for 2. Anyway 1.5 would be a nice to have, and it's a treasure for hardcore fans, but the closest we'll get is someone will created a really well made mod based on the existing footage.

Saturn was only around 15% complete so I don't think it was in any playable form.
I think I still have the old PSU disc with the RE 1.5 teaser vid hidden on it. I remember how excited I was when I first saw it...I hadn't played the first one then, and thought it was so cool you could actually shoot something while it was on the ground. That was innovative back then. There's a clip of the police morgue and sewers on it, which look pretty close to how those same areas appeared in RE2...as I remember it, not as pretty, though.
It'd be kinda cool if Capcom released this as some kind of extra on a future RE game. I wouldn't pay for it on its own, though. I mean, I'm guessing there's a reason that it never actually became RE2.
I still have a magazine with pics of this game from back in 97. Im not sure but it's either Gamepro or EGM. When I looked at the pictures years ago, I noticed some locations in RE 1.5 were used in RE3.

Hmm I do think so.They were able to reuse very little, and it went into RE2. But there's nothing really ine RE1.5 that made it into 3.
It wasn't that significant. I was pretty much Resident Evil is, but with different characters and story. Supposedly why it was just too much like RE1. Sound Effects and animations. Games always go through dozens of design changes.

Actually, it was pretty crazy to put that much work into a game and not release it. They basically doubled the budget on RE2, without profiting on half of their effort.
