Definitely Silent Hill. I find RE to be more fun as I am an absolute zombie freak but scary is definitely Silent Hills department. I really need to play The Room before the next one comes out.
The really scary thing about Silent Hill though is the fact that they released that god awful excuse of a movie. Say what you will about the RE movies but at least they where entertaining.
That's kinda hard. I think the first two RE's definantly had a scare factor. Even a little in 3. Definantly 0 and remake. Loved the lighting and graphics really added to a creepy enviroment.
RE4 didn't have kind of scare factor to me. It was all action... not to say it wasn't a great game just not really an RE to me.
Silent Hill is more twisted then scary to me. Definantly a good game (Didn't enjoy 4 though). Though number 2 was definantly a thrill and got me stopping for a break everynow and then. I just thought it more weird then scary.... but I enjoy weird. :D

Therefore, it's really a no-brainer- it's Silent Hill (most of the time). It's much more about atmosphere and the anticipation of something bad lurking around a corner, IMO.
definitely Silent Hill.....especially the original Silent Hill.
The whole Alessa / Mason Family storyline that pretty much is the core storyline of the SH series and is featured in the original Silent Hill and continued in Silent Hill 3 is probably the creepiest and best horror storylines in a game series.
