Only if either 1) you really REALLY love the game and don't have access to the Dreamcast version, or 2) you are a diehard game collector. Otherwise, I can't really recommend it for so much. The Dreamcast version is the best version of the game (the PS2 version is plagued with slowdown and some technical faults), is still the current tournament standard, and can be found for far less than the PS2 version.
In the end though, it's your money and you're free to spend it however you wish.
Hmm well maybe i'll think of it more. Its because it's really hard to find it here in Mexico and I finally saw it but they are selling it at 100 bucks. Are the slowdowns really that bad on the ps2 version? Like unplayable? Are there any other problems?

Nah, it's not unplayable. I should just say it's not quite as faithful to the original arcade version (while the Dreamcast version is almost spot on since the DC's hardware is very similar to the arcade hardware).
Why is this game so rare and expensive? I remember working at Toys R US' R ZOne and the game was new and $49,99 back in 2002.
$100 is way to extreme for a used PS2 game. Shoot even if it's new it's still too expensive.

It's so rare and expensive because it got a very limited print run. If I remember correctly, not too long after MvC2 came out on the PS2/Xbox Capcom lost the license to use Marvel IPs in games, so they had to also cut short the production run of this game. This led to the limited number of available copies.
Are you getting it because you want to play a great game or are you getting it because you are a collector?
If you are a collector, it all depends on your budget and how much you want this game in your collection.
If you just want to play a good game, I wouldn't waste that much money. There are so many better fighting games on the market. It's a good game, but not great. It isn't worth $50, let alone $100.
No, shop around it's not worth 100 bucks. Keep looking around you'll eventually find it cheaper.
It's worth $40-50 or less.
