SH1 was a PS1 game, as opposed to other two which were PS2 games originally so they were in the same generation as the 360. Uplifting a PS1 game to look halfway decent on a 360 would be more effort than a simple port of a couple PS2 games to 360. Resident Evil did the same thing. The released and re-released RE4 so many times across so many different platforms but they didn't do much with the earlier RE games until they started doing full remakes.
It's heavily considered a terrible port of two games. Different voice actors, removed fog filters, and tweaked music, also known for glitches and hard crashes.
Also this. If you absolutely have to play it on 360, try to find the original Xbox port of SH2 Restless Dreams and play it via the 360 backwards compatibility. It's likely not perfect, but it'll be a lot better than the butchered HD collection.

@Byshop: Well Konami got someone to do a CastleVania port recently (though platform exclusive) hopefully we see a Silent Hill collection of all four mainline games. I've only played 2 and 3. The original and The Room seem pretty interesting.
Honestly I'd love to see a proper remake of the original. The original was an awesome game for its time but it's -really- dated in a lot of ways. The graphics are really low resolution (full 3D game on PS1 hardware) and there are other technical issues like really long pauses in-between spoken lines of dialog. The voice acting isn't great. I really get why they haven't tried to bring it to any modern platforms. Shattered Memories is sort of a remake of 1, but it's really a complete re-imagining with a completely different and unrelated story. It's pretty cool, though.
3 is great but without the context of SH1 a lot of the impact from it is lost. It serves as a direct sequel to 1 but all they said at launch was that it has ties to a previous Silent Hill game. When you find out what the connections were in the game, it was pretty awesome.
The Room (You're tearing me apart, Lisa!) is interesting but it also marked the decline of the series. It actually started development as a completely unrelated game and was later turned into a game that ties to the Silent Hill universe (like they did with Cloverfield Paradox). The idea of the room itself in the game was pretty damned cool, but there were a lot of gameplay and design decisions that really dragged that game down like omnipresent unkillable enemies, having to escort a wounded character for a significant portion of the game, and being forced to backtrack through nearly every area in the game about halfway through.

@Byshop: Read before The Room was not always a Silent Hill game, I believe a lot of the team who worked on the original Silent Hills went to Sony Japan Studios and worked on the Siren series, and then Gravity Daze.
It would be great if the original from the 32-bit generation would get a remake. But I just don't see current Konmai going that way after they cancelled Silent Hills. Best I see happening is straight up ports, which isn't going to be that bad for myself. Don't mind a little retro experience once in a while.

@Byshop: Never bad to be optimistic, Konami could have a change of management one day.
Till then have read a few discussions and website claim Death Stranding will have a lot of the ideas intended for Silent Hills. Assuming it's even a Survival Horror game. Have my doubts personally based on what we saw at E3 2018.
