What? No way! I can't agree with a single thing you just said.
I can't talk to a five year old about survival horror games without them mentioning Silent Hill. I can't throw a stone without hitting someone who hasn't orgasmed over this series at one time or another. Silent Hill isn't underrated. Not even compared to Resident Evil is it underrated. The mere fact that they're so often compared is evidence that they're on par when it comes to fan base.
Also, Resident Evil was not about shock fights. Yeah there were some jumpy moments but the same is true of all works of horror. Every one of them likes to go for at least one cheap boo eventually. Resident Evil may not have been as atmospheric as Silent Hill but there's more to horror than just that. Resident Evil did have atmosphere but it got your heart racing in another way.
Resident Evil (at least until 4 when they did everything they could to stab themselves in the heart and burn everything they'd built up to in the past) was at it's most intense with the monsters. Not because they were scary looking or because they jump out at you but because of everything you know about them. You know they're strong, you know they're fast and you know there's been so many of them that you've tried to fight that right now it's you, a narrow corridor, a hunter and three shots left in your pistol. You're screwed.
Both Silent Hill and Resident Evil are the most popular survival horror franchises out there (or at least they were until Resident Evil decided it was too cool for horror and became an action series) and they're frightening in different ways. Now, as for underrated? Yeah. I'm going to go with Fatal Frame. I at least saw copies of the Siren games available (even managed to get the PS3 reimagining). Fatal Frame? I knew about it but never saw it for sale.
