I dont think any free roamer has done it or even come close to being perfect or truly special but i think Saints Row 2 came the closest. Killer mini-games that actually give useful rewards. Tons of customization. The ability to replay missions whenever you want. To bad its bugged and has game freezing.

I agree that Saint's Row 2 had a lot of cool elements, but the overall quality was too sub-par (floatyness, crappy car mechanics) to be the best open world game ever. I'd even agree if you say it's better than GTA IV because it really was more fun, but GTA 3 and GTA: San Andreas were without a doubt better than Saint's Row 2!

I'd say GTA 3, GTA: San Andreas, that PS2 Hulk game, Crackdown and Fallout 3.

I have high expectations that InFamous and Prototype will make the list when the come out!

GTA series (San Andreas is my favorite in terms of open world/free roam gaming)

for me it would have to be Morrowind. Large, varied landscapes, turning into vampires, werewolves...going every where you wanted and doing anything you wanted, you could even kill people that were important to the progress of the game.

You must come to an concordist appoach towards my answers, the Best Open-World Games, are:

GTA IV following GTA San Andreas.

There are many others like Fallout 3, Oblivion, Assassin's Creed etc. But if you are a Open-world game fan then i will recommend you, future releasing games like

inFamous - this game is going to be awesome. mind-blowing

&

Prototype - this game is going to be awesome. mind blowing but noy as good as inFamous.

I did that and broke the main quest my first time through. Of course they do give you the option of reseting or continuing,which was also cool.

For Beauty I would say Morrowind and Oblivion. Everything else I would say Fallout 3, GTA SA, GTA III, Mercenaries and maybe Assassins Creed.

I'll say Oblivion and Fall Out 3, although I'll give the tip of the hat to oblivion considering Fallout 3 is just ugly landscapes at all directions. I like my sprawling forests and flowery grasslands damnit!

I'm actually gonna have to say Fable 2. I honestly thought that it was a pretty good game. And I'm only not saying any of the GTA games or Saints Row cause I don't liek the whole "gang" story.

Also, I think that inFamous is going to the top of my list once it comes out. Game looks more than awesome.

Even though I'm completely not into the whole "gang' stuff, I absolutely positively loved Saint's Row 2 because of all of the different crazy missions and customization there was. Stealing car after car after car and fixing them up was awesome and buying all of the cribs and fixing them up was cool. I loved the crazy cutscenes too, especially when the japanese or chinese (can't remember) gang came flying through the crib on bikes carrying swords. I'd also say Crackdown was awesome too. Playing as your guy got stronger and faster was addicting. GTA IV didn't have as much to do as Saint's Row 2 but the graphics were breathtaking and some of the characters were very memorable (talking to you, Brucie lol). So my picks are Saints Row 2 #1, Crackdown #2 GTA IV #3, and Saints Row #4, oh I guess Scarface will be #5 I guess anyways....

The Elder Scrolls 3 Morrowind

it had a tough learning curve but get past that start to adventure and figure out some of the good secrets and you'll be gone for a long time.

I'd give my vote to San Andreas, the map was just so huge it took a while for me to explore the whole thing. I haven't explored all the map of Oblivion yet tho O.O

Oblivion. You cant really say Fallout 3 is open world because many roads and sections are blocked off and you gotta find other ways to get where you want.
