I dont think any free roamer has done it or even come close to being perfect or truly special but i think Saints Row 2 came the closest. Killer mini-games that actually give useful rewards. Tons of customization. The ability to replay missions whenever you want. To bad its bugged and has game freezing._AbBaNdOnI agree that Saint's Row 2 had a lot of cool elements, but the overall quality was too sub-par (floatyness, crappy car mechanics) to be the best open world game ever. I'd even agree if you say it's better than GTA IV because it really was more fun, but GTA 3 and GTA: San Andreas were without a doubt better than Saint's Row 2!

You must come to an concordist appoach towards my answers, the Best Open-World Games, are:
GTA IV following GTA San Andreas.
There are many others like Fallout 3, Oblivion, Assassin's Creed etc. But if you are a Open-world game fan then i will recommend you, future releasing games like
inFamous - this game is going to be awesome. mind-blowing
&
Prototype - this game is going to be awesome. mind blowing but noy as good as inFamous.

Splinter Cell : Conviction
for me it would have to be Morrowind. Large, varied landscapes, turning into vampires, werewolves...going every where you wanted and doing anything you wanted, you could even kill people that were important to the progress of the game.smerlusI did that and broke the main quest my first time through. Of course they do give you the option of reseting or continuing,which was also cool.
I'm actually gonna have to say Fable 2. I honestly thought that it was a pretty good game. And I'm only not saying any of the GTA games or Saints Row cause I don't liek the whole "gang" story.
Also, I think that inFamous is going to the top of my list once it comes out. Game looks more than awesome.
