I have read few guides of both and none have got an answer i am looking for so i will ask here.
1) On enchanting weapons there is a thunder sign (how much you can use for e.g 40 fire damage) at the moment i have 0(85)
and a thunder sign next to it how do i make (85) go up so i can put more into fire damage etc?

2)Items in oblivion have say 2800 charges and 44 uses but when i make a weapon it has 1600 charge and 21 uses is there away to make
my uses of the weapon go up? (even if it involves charges going up ie gems?)

3) How can i get better armour/weapons to find? i am level 18 and still have full steel with a bit of dwaren and blackwood armour?
Not just better armour but get full dwaren orcish anythink?

4) If i use forty magikca on weapons and i have 208 magikca but whislt wearing the armour its know 352, when i buy a spell
that requires 308 magikca will i still be able to use it even though my orignal magikca is 208 but i am wearing the armour making it 352?

About charges and uses I know that the number of charges depends on the level soul in the gem you're using. The uses go up or down depending how many charges one hit/cast takes. To get the number of uses up, make the effect weaker or get a better soul. For finding armour, just go through dungeons and find it. I think that's pretty much the only way. I don't know about point 4.

Well my only guess for number 2 then is i can have a grand soul gem and put past 1600 soul points in it? otherwise it must be because of how strong it is?

Best armour is Raiment of the Crimson Scar and the Bladeturn Hood, along with a few reflect damage/magic rings

It depends on size and of the soul gem and how full it is ( skill may be a factor but don't quote me) and I think you should be able to so long as you are getting the buff. As for the armor/weapons you can buy stuff in various stores but your best just taking what you can use from enemies and dungeons. You can get a full set but often you'll just find stuff thats better even if it doesn't match.

I found out about number 2 as for number 1 i will go unto great detail.

Go to an weapon enchantment altar, click on it will bring up the gem new name and the stuff you want to add on it ie fire damage.
Look down the bottom there is a "thunderbolt 0(85), How much it costs, and a candle for some reason.)
Know when you making you own enchantment my example will be putting 40 damage on any weapon.
When you make the damage go higher the thunderbolt 0 will go up until it gets to number 85 (maxime i can do).
But how do i make the number (85) go up so i can have a higher fire damage than 40?
