The King of Fighters '98 Ultimate Match( Need Help)

Just got this game today, it says theres 64 characters but on the character screen theres only 45 wheres the rest???

Some of those characters are "extra" version of some of the exsiting characters like Kyo Kusanagi. And what "extra" means is that it changes up the move set for some of those characters like Kyo. In order to play as the "extra version of Kyo is you hold down select when you pick Kyo.
