This is a tough one. It depends on how you look at. Are we talking quality of games, or quality of the console itself? I'll do both:
Quality of Games:
1) SNES
2) PlayStation 2
3) X-Box
4) NES
5) X-Box 360
Quality of Console
1) SNES
2) PlayStation 2
3) PlayStation 1
4) TurboGraphix 16
5) X-Box
Obviously, the 360 has alot of great games, which is honestly the only thing keeping it alive, in my opinion. The console itself is probably one of the worst developed pieces of technology on the market. Their failure rate is directly related to Microsoft's eagerness to get the console on the market before the PS3, their lack of quality control, and their manufacturing standards. Honestly, the 360 is garbage, but the games on the 360 are awesome.
