Depends what someone enjoys, I think flat-out stating "best" is obtuse. However if this is a question of quality over popularity will do my best from a personal perspective.
Dark Souls (original/ II/ III) are pretty trash on P.C. thanks to common hackers and From not bothering to do anything about it. So I personally wouldn't consider the PvP scene for these games on P.C. of high quality; despite being one of my favorite multiplayer experiences, better played on a console.
Quake: Champions is great for me personally, I consider it a top tier deathmatch shooter. It's difficult me going back to older DM games after playing the new one. You'll be hard-pressed to find something better in the same genre.
Also a fan of War for the Overworld with online skirmishes, it's a God Sim RTS, can't really describe it more simply. Constant updates with no paywall, very competitive but a small community.
And because Beat Em' Ups are a personal pleasure I would recommend Bare Knuckle Remake (not a Steam game) or Castle Crashers. Two of the best in the genre and with workable local and online.
*Now if you want games played by many (popular opinion) it'll come down to MOBAs, MMOs, Hearthstone, Fortnite, and Overwatch. And I've dipped into many of these genres and games.
But personally goes back to my first paragraph. Popular and best are two completely different factors, and I would not call these games all that fun over time, they're built less around skill and more around a monopoly system. Someone can have fun with them espeically with friends, but one also gets a sense of stagnation very quickly.
