I will split it up in gmaeplay and Engine parts, since I find it easier.
Gameplay:
- I want more factions, I want them to be able to influence the World around you, so help a Group and they will spread throughout the World, keep damaging them and they will eventually vanish (basicly settign the spawns of ransom enemies and such based on a certain Groups Health).
- More survival aspects, FO:NV had some really good ideas, but mostly menu based, and not much outside of stats and numbers. I do not want something in the extreme, but less ammo, more need for food, Water, and sleep, perhaps shelter.
- The ability to build at settlement, or a homestead, more fleshed outthen what we had in Skyrim, basicly able to put up a small fort, get traderoutes and potential Allies or enemies of NPC Groups.
- a slower weapon degredation.
- a more desperate feel to the survivers, FO3 and NV (nv can be excused storywise, and even then it did better). There were alot of happy smiley people in those games, as opposed to the first two.
- way more fleshed out modding for your weapons, would be nice if there wwere alot of optoins, and you felt attatched to that weapon you altered or made.
Most of all I want more of what they already made. FO3 was a game I was nervous about when announced they would make it, and it ended up being a really good game.
technical:
- More fluent less stiff movement By you and the World around you.
- Fix the envioment and its invissible walls, and bricks. I have had too many times where I should be able to hit an enemy only to find that half a meter of empty Space would stop my bullet.
- More fluent none Vats Combat, I do not want the FO games to be FPS games, but if you try to mimick FPS aspects then atleast do them well. And keep Vats in, that system to me was one of the important parts that made the game feel like Fallout.
- More stability would not hurt, that said, if Skyrim is an indication I do not have to write this).
- longer Draw Distance.
- More ai driven rutines, if that Means skipping older gens, then I would be ok with it.
- More Weather Patterns, A dark and thretening thunderstorm here and there does Wonders ;) Even in the bleak waterdeprived World of Fallout, as would heavy dust storms.
- Improve the sound: Most people might not care about this aspect, but the sound in Bethesdas games have never been as good as I would have liked.
- More tilesets, I love the exploration, and while FO3 expanded the tileset alot, from prior games, they could do with even more. The one damper in exploring in a game like fallout 3 was that so many Buildings looked and felt the same.
Granted the technical side would make the game way more expensive to make, but if they did the above, I would have no issue of paying more for it.
