I think that it would be cool if you could mix and match armor like in the Elder Scrolls.

There are plenty of unrealistic things I'd want for Fallout 4 (going back to turn-based combat, handing development to anyone but Bethesda, etc.), but they're never going to happen.
I suppose I just want Bethesda to take the setting seriously. I don't want another Fallout 3-esque wacky post-apocalyptic theme park. I'd like more Fallout games with complex, technologically developed cities in them; with farmlands, mining towns, functional power plants and other infrastructure that represents mankind rebuilding for centuries after the war; and with no heroic factions in it. Oh, and tommy-gun wielding mafia goons. Those were fun.
Also, fix the races. Not all super-mutants are stupid (the pure ones are superior to humans in every way), and ghouls are sloooow. Fallout 3 made silly changes to every race and faction in the series.
Who cares. It's going to just be a dumb Fallout 3/ Skyrim clone anyways. The potential for this series was lost when it got handed to Bethesda. I expect it to be garbage just like Fallout 3 was.
I'd love to see more portioned armor as well, like in TES series, but I'd also like to see more realistic and interesting survival characteristics. NV had the "Hardcore Mode" where hunger and thirst were enabled, but I'd like to have the option to create a fully immersive survival simulation in the game. It again would be optional like in NV, but it could have more steps and processes that the character needed to take to survive, such as building a camp and sleeping, cooking food near a fire, managing food and water supplies, and scouting areas ahead.

I want to see it developed by Obsidian instead of Bethesda, but since that's not going to happen, I just want it to be playable and fun. It's not going to compete with Fallout 1&2, it's just not possible. Hell it's probably not even going to be able to compete with New Vegas. However, those games (especially FO 1&2) were phenomenal, and they can still make a good game that doesn't live up to them. I just want a fun game, that is all. One that isn't littered with bugs like FO3 was, one that doesn't crash every 30 minutes like FO3 did, one that actually has some good writing unlike FO3.
@groowagon: Isn't that what the Void Engine will be?
Speaking of the Void Engine, my main concern regarding it would be that it'd kill modding as there as never been a moddable id Tech game since Rage. At the same time, no amount of modding can fix Fallout's crappy combat.
Better IA and better consequence system.. not only decisions but anything you do to take direct effects on the next villages. For example, destroying the water system of some village to cause water shortage to prevent those villagers from grow food properly, and so some of them would complain and die from starve and thirst, and that could affect towns nearby..

@darktruth007: Can't help thinking you're in a bit of a minority there fella. IMO FO3 was the greatest game I have ever played on any console...and I've had more consoles than I care to remember.
I'm with DrFlynt on this one - I just want to know FO4 exists. I didn't like NV - too many bugs and other problems - it was never as good as FO3, which I spent approx 450 hours on - in just 3 playthroughs. Pretty good value for money there. Skyrim almost filled the hole, but I much prefer nuka cola and plasma rifles than dragons and magic (I'm too old for games with dragons in them!)
Come on Bethesda - ppplllllllleeeeaaassseeeee tell us that FO4 is on its way and will be here later on this year!!!! And please have that "legendary" mode or whatever it was called in NV when you had to constantly drink and eat, to add to "realism" (for want of a better word!).
Completely new, but still easy to mod, game engine and maybe some vehicles for traversing the vast(?) open world. And if Bethesda insists on making it themselves, they better freaking hire some writers who can write worth a damn and get more than 10 voice actors for the entire game.
