I've reinstalled Skyrim recently and I am having a blast installing tons of mods for it.
My only suggestion is to install them one or two at a time, load up the game, and make sure it works well. And read the "readme" files! They will prescribe load order. It's pretty simple in the end, just a bit tedious and repetitive.

This is the way.
I avoided their mod manager for some time because I like to pretend I'm smart and install mods manually, but I used the "Vortex" manager/downloader for Skyrim and it really is a great program!

It's been years, but I'm sure Half-Life 2 has some great mods.
A lot of the Bethesda games--Fallout, Elder Scrolls, Starfield--have tons of mods. Truth be told, that'd be a really good place to start; huge games with a ton of free extra content via mods, plus visual upgrades and quality of life changes.
Kerbal Space Program is a really fun "NASA sim" that has you building and launching rockets in a simulated solar system. It's a lot of fun and trial and error, but it was made by a small studio and has A LOT of glitches. Most are harmless and kind of fun, but some really do need fixes. The "mods" are more like unofficial patches" but there are some additions that really make life easier, make your rockets less wobbly (yes....wobbly rockets are a thing!), and so on. Very educational game, too; if you ever want to literally learn rocket science, KSP is the way to go!
If you have a VR headset, VTOL VR is a really fun semi-realistic-but-casual-accessible sim with a few planes and a ton of mods and maps for it. It's really great, with a good flight model, unique and different aircraft, really fun VR features, and more. There's good multiplayer as well with a ton of custom campaigns, maps, and mods.

Honestly I would just look into some games and see if they interest you, then find out if the mod community is large.
But honestly I don't think you can go wrong with Skyrim or Fallout 4.
In fact I think Fallout London, a total conversion for Fallout 4, just launched today!
