GTA Vice City on the pc runs on higher resolutions and has a much longer draw distance then the ps2 version so the game looks better. Aiming will also likely be done with the mouse instead of using a lock on system which will either help if your used to mouse controll or make the game harder if your used to not having to actually aim. Also the pc versions of all the GTA games after III let you make your own radio station from mp3s. It just felt good to get into my car in GTA III and have Marilyn Manson's cover of Sweet Dreams blast through the speakers. Not to mention fleeing from the army while "all your base, base, base, all your base . . . are belong to us" played. *Sigh*, good times.
If your talking about the upcoming pc release of GTA IV then it will likely feature numerous graphical improvments from the console versions as well as the custom radio station option featured in the previouis pc versions of GTA. Maybe some bonus content but that's not Rockstar's style.

Yes, I misunderstand GTA Vice City as GTA4. But I believe many people make the same mistake as me. Anyway, you are right.

even if you count them in order, 3 would be the 4th gta game cause, gta 1 gta london then gta 2 ,, then gta 3 , see vice city is 5th one the 6th is san andreas 7th gba one 8 lcs 9 vcs 10 iv and 11 is china town wars for the ds ,
gbc dc are ports of 1/2 so obviously those dont count
GTA London 1969 was more of an expansion pack than a full game.
And Vice City and San Andreas are considered part of the GTA III "trilogy", which gives Rockstar an excuse to continue the numbering where they left off with GTA III. Because Rockstar doesn't care about proper sequel numbering, I guess. :)
