To me overhyped games are the ones with practically no info. Examples include Alan Wake, Killzone 2, Wardevil, FFXIII, White Knight Story. These are games that gather alot of speculation and alot of love from people who dont know anything about them. Killzone 2 is leaving this section now since the new footage was released although it wasnt much.

You're getting the terms all confused. Over-HYPED means that there is a lot of marketing and hype for a game before its release. Over-RATED is when people love a game even when it isn't good. So in your case you should say Pacman is overrated
Basically every popular game ever has been overhyped. Whenever people in the marketing department try to get me to play a game, I make a point of not playing it, or playing it just for the right to complain about it. Then, I like to tell people about how lame those games were so that I can feel awesome about myself and know that I am better than the people who like it. Seriously, if a game scores above a 6 out of 10, I will never say the game was fun without saying it is overhyped or overrated in the same sentence.
Any of the modern BIG franchises (yes even Ninty stuff) could be stated to be overhyped but I reckon that Primal on PS2 was seriously overhyped beyond all of them. It was made with a huge budget and wasn't that great sadly.
Hard to choose between these weak, mediocre, casual games. Halo 2, Soul Calibur 2 (garbage compared to VF), and God of War. Halo 1 should be included too since that single handedly sold the XBox and is probably the only reason XBox still exists- unbelievable.
Never been a fan of Halo games for many reasons. Maybe the pathetic PEW PEW, PEW, feel of some of the guns remind me of a little kid shooting baddies with his fingers. Or maybe it's because of the aliens which I am not sure if I'm suppose to take seriously or not.
Fable. Come on, "the greatest RPG, ever"? It's funny, thought the original Halo was only so-so (you can read my review) but I actually really enjoyed Halo 3. I was sad when all my friends jumped on the COD4 bandwagon.
