what's currently the best platform for Japanese gaming?

For Japanese anime visual novels, it's the PC with Japanese regional mode (run it in virtual machine+real time machine translator or fan sub mod patches).

out of the consoles easily PS3 as Nintendo doesn't like localizing the few great Japanese games out there while Sony has some dedicated 3rd party companies that help with that like Atlus and NISA.

The Nintendo Wii.

I use my PS3 because it's not region locked.

The PSP has a lot of JRPGs that can be downloaded from PSN, also the PS3 has several along with all the Japanese PS1 imports.

I can think of Hyperdymention Neptunina (which is a terrible game), and possibly Cross Edge, and thats about it for loli, pedo, JRPGs.

Probably PS3 (for the RPGs) Wii (Lots of Japanese games) and DS (again lots of Japanese games.)
