I live in CA and they still carded me at Target to see if I was over 18 before selling me a game.

The companies are not force do card but many stores will do it anyways.

Immediately. That doesn't mean that stores have to sell to minors, just that the government can't tell them to not sell to minors.

Stores can abide by the ESRB on their own, I for one think its stupid to not ban the sale of Mature rated games to underage persons. I know, that GameStop will continue to abide by the ESRB ratings no matter what.
