Plot twists offer a shift in perspective to the narrative, it's use of other literary devices keeps the direction story from being to easy to predict. However, it can be something that is easily abused. David Cage's use of it in Heavy Rain is an example of how it can ruin a story, as the game literally lies to the audience in order to achieve it's twist. Though, it isn't something that inherently "sucks."
lol How the Metal Gear Solid series is getting votes for the best plot twists baffles me. The plot twists in those games were awful and horrendously over played, every bloody cutscene it's just more jibberish piled on top of the jibberish that came before it.
It's not a poll for the most plot twists, it's the best.

Not, if they're directed by David Cage that's for sure. But there are games that have good storytelling in them, The Walking Dead by Telltale Games is a prime example of it. The quality of writing in games has been in increasing over the years, but for the most part the story is still compartmentalized from the gameplay.
I'm still not convinced that they suck.
How about the Zero Escape series? 999's twists weren't super-amazing, but Virtue's Last Reward has enough mind-bending twists in its closing few hours to fuel 10 lesser games.

There are five or six games based on the franchise, actually. But yeah, I love the one you mentioned.
Metal Gear Solid 1. Back in 98, no one saw that twist coming with Liquid disguising himself as Snake's mentor, allowing Solid Snake to go through all that trouble just to input the launch codes for Metal Gear. Also, Liquid being the superior twin but thinking he was the inferior one was a pretty cool twist.

No one saw it coming because it was stupid. In what realm of reality would Snake be dumb enough to mistake his own clone for a completely different man just because he was wearing a wig and sunglasses?
Even after it was revealed, I don't think most people cared. You have a total of, what, 3 brief conversations with McDonald Miller, unless you specifically go out of your way to call him?
I'm pretty sure the little video things in MGS were intended for the players to see, and not the characters. unless the nanomachines were able to adjust his optic nerves in order for him to transmit and receive live video feed, then Solid Snake was essentially just having really fancy radio calls. That still doesn't explain why Liquid would bother dressing up as Miller, if Snake couldn't see him then the only point it served was to mislead the player.
I cannot see how plot twists can get any better than Zero Escape 999 and Virtues Last Reward. Nier comes pretty damn close, but the Zero Escape series has the best in my opinion. I really want to play silent hill 2 and spec ops the line. I don't think they can be as good as Zero Escape but still better than most of what's on that list. Pretty poor list if you ask me considering the topic.
Anyone who has played Silent Hill 2 or Shattered Memories know that that series takes the cake. Although Zero Escape is pretty ingenious as well.
The inFamous ending is the twist in a game this gen that stands out for me. Didn't see it coming at all first time through, then when I played through again I realised how obvious it should have been!
The Bioshock twist would probably have been one of my favourites if I hadn't had it spoiled, as it was very well done and written. Should also give an honourable mention to a little-known Gamecube RPG called Baten Kaitos, I wont spoil it but anyone who has played the game will know the twist I'm on about.
I sooo wanted to Say Silent Hill 2. or Half-life 1's ending. (that 2nd one hung on me for a whole year.) But nothing can beat Sons of Liberty's setup. So many gamers felt betrayed it was twisted to watch in the game and just plain funny to watch the real world reaction from every player I knew or remotely knew back in high school.
Now. If you do a most shocking scene post, it's between F.E.A.R 2 ending and Pyramid Head scene in Silent Hill 2 FTW, and I don't care how many disagree with me.
I didnt get what so great about the first kotor game plot twist but I thought kotor 2 did a better even though I don't understand it.

I like the plot twist in Mass Effect, Final Fantasy, AC and the Arkham games. I did enjoy the plot twist in AC III even though i was somewhat familiar with the american history
Either game in the Zero Escape series.
Come to think of it...Virtue's Last Reward may be the only game I've ever played that required a flowchart just to explain fundamental who/what/where/why aspects of the plot. Just thinking about it makes me really wish they'd finish the trilogy sometime soon.
