Why don't developers work with modders?

So the Pokemon mod for Minecraft has been shut down.

I don't play Minecraft but apparently, it was super popular. This, combined with the GTAV mod shutdowns a few weeks ago makes me wonder why developers don't make more of an effort to work with designers of popular mods to develop them?

If they would lend their resources to modders, wouldn't they be able to expand on their ideas and turn it into something incredibly lucrative for both parties? You only have to cite the success of Counter-Strike to realise the potential of doing that.

So, why do developers seem to prefer just shutting them down completely instead of working with them?

If it's a PR thing, wouldn't working with them make companies more popular if people love the mods? We've seen from the response to the GTAV shut down how unpopular it can make developers.

Valve was one of the first to really understand the value of modding. Now more developers are latching on, unfortunately it's tantamount to microtransactions, an endless supply of income long as the game is done and they've moved on.

me i use to love modding games with freinds but it seems it moved to a all about money mindset i think developers not see`ing any profit from it is a shame specially when there a small studio so when a studio refuses to support modding i honestly do not blame them

Mount and Blade was pretty much built around what the modders wanted. In the early stages it was a super simple 1v1 game. It was the modders that practically shaped it into the Sid Meier's Pirates esque RPG it is today.

Fan projects are often tolerated and even encouraged. I think your question should be: "Why is Nintendo such a despicably evil corporation?"

They do, sometimes. On PC it is common, PC-centric developers I mean; it tends to be a more open platform. Console is a bit more difficult due to A.) licensing and B.) there really is not much talent to do the modding. I'm sure it's there, and it would grow if nurtured by developers, but I think the industry makes more money when games have a shorter shelf-life, when people play them and move on to the next game; when you have mods, you increase the shelf-life of a game, and this more or less means people buy fewer games.

This is probably the answer in the nutshell. Not specifically nude mods, but the idea that any use by a modder can and will be viewed by the public as a statement from the creators of the source material. It's similar reasoning to why athletes were banned from wearing Beats headphones on the field play in most professional sports. Comes down to contractual agreements and licensing and so on. Part of it is profit, yes, but it's also not wanting your creations to show up in racist, pornographic or otherwise questionable content, and rather than try to police or monitor EVERY single instance, you just put your properties behind a legally binding agreement.

There have been some cases with Elder Scrolls where modders have received permission from content creators to use assets or likenesses in a skyrim mod (eg, TERA and Witcher armor) so long as they agree not to profit from it, and modding sites like the Nexus police this on their own. Generally it's just easier to say no, however. Saves you the legal headache of dealing with the fallout of some random modders misuses of the content.

Well we have actually seen more devs include modders in the development of the game

Xcom 2 (and the expansion i believe) was created with the help of the modders that made "The Long War" mod for xcom enemy unknown, and with their help, they made the game mod friendly from the release.

Bethesda is giving us their take on helping modders by actually paying them for creating mods.

And overall PC focused devs have always seen modders as a good thing.

Companies such as nintendo is infamous for being assholes when it comes to fan creations.

well this is definitely true. And I mean this in a pre-2016 election sense, but Nintendo is basically the Donald Trump of gaming...they sue everybody. Game Genie, Blockbuster, etc
