The STALKER series is pretty fantastic as far as more tactical, atmospheric shooters go. Playing STALKER on master difficulty is truly an awesome experience, especially with a good set of headphones.
Zeno Clash was really great. Probably the best first person melee combat I've ever played. Not strictly a "shooter" I guess.
Overall this generation has been pretty disappointing when it comes to shooters. The two weapons at a time, regenerating health, linear cinematic crap that has plagued the genre is really lame. I get that it's the sort of thing that sells to casuals, and some pretty decent games have used it, but I'd much prefer if shooters started going in a different direction. If a game with those mechanics is good, it's in spite of them, not because of them.
