Battlefield:Bad Company. At first, I was a "CoD Fanboy," per say. But after buying that game, my mindset totally changed. The multi-player was magnificent in every aspect.
earth defense force 2041 or what ever it is called, my friend and i got it awhile back, weve probably wasted a good 100+ hours on it....also, castle crashers is the best live game ever

MGS4 for $20 at Gamestop. Can't beat that. This was once a system-seller game.ASK_StoryGot it yesterday too. I tend to trade in AAA titles quickly, then rebuy them a year or two later.

I picked it up with my PS3 when I got it, along with Warhawk. BFBC is still the most played online game on my console today (including uncharted 2...)
Okami (PS2) and Shadow of the Colossus (PS2) two of the best games I've ever played.

I was able to get Assassin's Creed 2 for free actually, so yeah, that was pretty damn awesome. Game was excellent as well which made it even better.

I dunno... I don't buy many 20$ or less games, even if they are old and used. Lets go with Burnout Paradise.
POP trilogy for ps2...shadow of colossus or kingdom hearts 2 notice they are all ps2 games(pop came out on xbox and gc too)
Real budget game (started at $20) - Killing Floor. Lots of online fun while killing zombies. Feels completely different from L4D(2), too.
I don't see a point of listing my favorite under $20 value (Orange Box for $15, GTA IV $5, Burnout Paradise $15, etc, etc, etc) since all games end up at a value price eventually.
