I'm not sure, I've got quite a few that I'm fond of, and none are tower defense games (I got sick of those after Fieldrunners). iPad games are sorely lacking. I will say games with in app purchasing are largely due to that model being the most profitable for developers. However, below is a list of games I feel are indeed high quality strategy titles:
- Lost Winds 1 and 2 - Galcon Fusion - Autumn Dynasty - Crimson Steam Pirates (made by Bungie!) - Civilization Revolution - Masters of Orion - Sid Meier's Pirates - Call of Cthulhu: The Wasted Land (Haven't played it much yet but the reviews are alright) - Plague Inc. - Hero Academy - Legendary Heroes - Extraction: Project Outbreak - Contre Jour - Anomaly Warzone Earth - Football Manager - Battle for Wesnoth - Battleheart - The Settlers - Conquist - UniWar
All of those either have an iPad version or are universal. There are also these:
- Ascension - Magic the Gathering 2013 - Shadow Era - Nightfall - Dominion
Those titles are all card games, but still require plenty of strategy.
There are also board games like Monopoly and Risk and others that would qualify as strategy games. So while there are plenty of lower quality apps available, there are more than enough high quality apps, too. I didn't list a single tower defense game (I don't think :P).
Other games to keep your eye on:
- Uplink - Imperium Galactica 2 - Gratuitous Space Battles - Carcassonne - Settlers of Catan - Puerto Rico
There are a whole lot more, the list is long as I specified above. There is a lot of game to play.
