Well since all its past handhelds have been region free I would assume this would be too. Its not 100% certain but I would imagine there will be no region protection.
The main purpose of having a handheld console is to take it with you everywhere around the world, so I don't think its not gonna be a region free. Travlers need to buy games while traveling. Otherwise, why handheld? to play videogames while driving a car? or while walking at the mall shopping for some underwears?

Probably. I think the DSi is region locked - maybe not for physical carts but certainly for DSiWare (which I admit isn't much of an incentive to stop someone from importing). Kind of sad, as I remember preordering a Japanese GBA:SP and receiving it a day after launch - for the three or four months it took to arrive in North America, I got an awful lot of comments and stares using it in public. So worth it.
Why do you need to play games from another country anyway? Just live without super robot taisen, you probably won't understand any of the dialogue anyways. And maybe they will release it here too, you don't know.
Nintendo put a region lock on DSi specific games, claiming it was necessary for parental controls. The features page for the 3DS says that it will have "similar parental controls", so I guess that means it will be region locked too.
(One wonders why the software couldn't at least be region free while the parental controls are disabled.)
