I'm not sure I can follow all those numbers you've got down but here is one suggestion for future EV training.
The Vitamins give 10 EVs BUT only for the first 100 EVs in a stat. ie) If you kill enough Defence-EV giving Pokemon to earn 50 EVs, you'll only be able to use 5 vitamins. Thus, if you have vitamins that you want to use, you should always make sure to use them before EV training to make the most use of them.
Macho Brace doubles the EVs earned of course but i'm see you can calculate that already. :P
You could also look into getting some of the Power Items from the Battle Subway/Frontier and cost 16 BP each. They add +4 EVs after each battle depending on which item you have. So if you kill something that gives +1 speed, you'll earn 5 EVs if you use the Speed Power Item. You could also kill something that gives +1 Atk and earn 1 Atk and 4 Speed EVs but that could get confusing.

If you've gotten all 510 EVs, you can fight whoever you'd like and level up now.
If you want to check if you've gotten maxed out all 510 EVs, there's a person in Opelucid City (just north of the Pokemon Center) that will tell you if your Pokemon has "put in a great effort".
Btw, your math above should be 50 + (101 * 2) = 252. :P (Not 151 x 2 = 252)

I had the HP and Defense at 252 and killed2 Altarias ( for sp. Def ) and then a yanma (for a little speed) and then another altaria and she still says vaporeon needs to trya bit harder. Is it the macho brace that i had to have equipped?

ALL you need for her to say "put in a great effort" is maxing out all 510 EVs.
Since she hasn't said it, you're missing some EVs somewhere. Stats and levels have nothing to do with it.
well my health wont go up anymore so i'm guessing i should just kill defense pokemon and keep checking.
I finally got "has put in a great effort" , but how i knew that his health wouldnt go up any higher was that because I was training at White forest and to get my defense up i would kill arons. When ever a wurmple attacked, i killed it and my health stopped going up.

EVs and IVs are only really important if you plan on playing against other players competitively.
They don't really matter that much if you're just wanting to play through the game for fun, collect some Pokemon, that sort of thing. As a newcomer, I wouldn't worry too much about it. The key to doing well in the main game is just to level up and have a well balanced team.
Trust me, understand EVs and IVs for the first time would just make your head spin. :P
do i need to ev train all of my pokemon. It's not gonna take as long as before because i'm not gonna confuse my self, but are all your pokemon ev trained moltrix?
