Its like Xbox Live Arcade, where developers make their own games and put them for sale.

There's actually quite a few, but the first that come to mind are Final Fantasy Crystal Chronicles and Dr. Mario (With Wi-fi).

So Nintendo is going to be making original games (as in new) that will be download-able?

Wiiware games are games that are mostly from indies developers. But you can see some classic games being remade and being online.

Some titles had been confirmed like Eternity's Child, Final Fantasy Crystal Chronicles: The Young King and the Promised Land, Bomberman, Star Soldier R, Dr.Mario (Remake and online), Plattcheen, Gravitronix, POP,... According to Nintendo, 100 projects had been already submitted. Will all of them be there? Who knows.

It will use the same system of wiipoints that you use for the virtual console to pay them.

What are those? Are they like a separate company not owned by anyone?... or kinda like freelance developers?

They're basically a developer almost noone knows about. Third-party though. Bungie used to be an Indie developer. (I think...)
