I used to have this problem, but I found a solution hold the nunchuck vertically in the air. That is to say, the control stick should be facing you and the c/z buttons should be facing up.

I have found the opposite for myself. It is so easy to do the spin attack, but when I go to do the shield attack nothing happens. I get more spin attacks then shield attacks whenever I have tried. I'll try holding the nunchuck differently, but for now I just avoid attempting that attack.
Haha at first I would agree with you... that it never works. I sat here for 30 minutes trying to get it to work and all I got was a spin attack. But then I had this amazing moment where I realized that I hadn't equipped myself with my shield! I guess even brunettes have blonde moments! But now it works just fine for me!
