Neither was I was until I checked. You apparently could get them starting in Gen 2. It's just that no one thought that Lucky Eggs existed until Gen 5 because getting one was so rare, since you have to find a Chansey, which is rare, and then hope the Chansey is holding one (and its like a 5-10% chance it'll even have one).
