Go to a Smash Bros dedicated forum and see how many people complain that the problem with brawl was that it was too different from Melee.
To answer the OP, Brawl is the game with the most replay especially if you have friends that like to play and don't suck, while Glaxy is such a great single player experience its very hard not to call it the best wii game.
Super Mario Galaxy is #1. Best controls, best graphics = most fun. Only game I've ever played again almost immediately. 242 stars, baby!
2. Super Smash Bros Brawl - best local multiplayer. Graphics are top tier for Wii, and still really, really fun to deck your buddies with Nintendo characters.
3/4 - Legend of Zelda: Twilight Princess and Metroid Prime 3: Corruption are tied in my belief. Both really good, although TP was essentially a port, but that doesn't mean jack.
5. Mario Kart Wii, I guess. But please note! I have yet to play Super Paper Mario or Okami.

Wow, you have Mario Kart Wii in the list, but you don't even mention anything about the game including it's excellent online play.
It depends on your take on what the best is.
If you're looking for the game which makes best use of the Wii controls, it's definitely Super Mario Galaxy. Its technique is perfect, being graphically amazing (for a Wii game anyway), having a great orchestrated soundtrack, and having some of the best controls ever witnessed in any game.
If you're looking for the most complete game, a game that just has everything and did everything just to fulfill the wishes of many Nintendo fans alike and made a game that every Wii owner should own, it's definitely Super Smash Bros. Brawl. It has a 9-hour adventure mode, lots of different solo and multiplayer options, a level editor, an (somewhat lacking but nonetheless very enjoyable) online mode, and its trophies and demos of all kinds of old Nintendo games make this kind of a Nintendo museum.
If you're looking for pure fun, that's entirely personal. I personally found SMG a revelation to play, but its enjoyment didn't last too long on me. Brawl is extremely enjoyable and addictive, but my personal favourite at the moment is Mario Kart Wii. I've played over 90 hours of it and I still can't get enough of it. Other people don't like the single player mode as much, but I'm always in for creating a custom GP in VS. mode with items switched off. The completely lagfree online mode, the battle mode, and the tons and tons of unlockable vehicles, characters, and tracks, make this game worth buying a Wii for alone if you ask me.
