I just bought a points card worth $20. Any suggestions on games I should buy? I already have Pushmo, Sakura Samurai, Cave Story, Colors 3d, and Tetris.

I'd recommend Game & Watch which has the game Octopus, one of the better Gameboy games I've played. You just move Mario back and forth to avoid an ocotpus and capture gold. Very addictive. No ability to change colour though.
Mario Vs DK Minis March Again is a pretty fun puzzle game.
I'd avoid Fun!Fun! Minigolf Touch - its not really mini golf and its not that fun.
Yes the G&W games are super fun and so retro, I have the two of them, with Mario Land 1, 2, and Link's Awakening. That's all I have from the virtual console and the whole E-Shop. I don't know what else is worth buying.
I just got Prince of Persia, the Gameboy Color version for the Virtual Console for $4.99 and I also recommend that if you like that game or if you like a good platformer.
Not as nice as the original PC version or the SNES version but still pretty fun.
Best part is you can save at any point.
Link's Awakening if you haven't played it before would be first. It's classic Zelda in many ways at its best.
Starship Defense is a good tower defense game if you like them.
Super Mario Land 2 is also a great game.
A lot of my favorites have been mentioned already but I really like Pop Island as well. It's sort of like a capture-the-flag version of Mario Kart battle mode. Lots of fun. There is a version called Paperfield, I think, which is meant as sort of expansion pack but can be played stand-alone and is a bit cheaper for some reason so I guess get that. It's nearly exactly the same.

On the DSiWare side of things, I think you should look into Shantae: Risky's Revenge (a great 2D action platforming game) and Spotto (a nice little physics based game about a bomb throwing duck).

VVVVVV (yes, that's the name :P) is also a great and challenging eShop title that you might want to look into.
And if you liked Cave Story, you should keep an eye out for the full-featured version of Cave Story that's coming to the eShop.
