I've never seen a game where you can change languages (except some weird 5-multi european ones). They are pretty much made for one market and one language. But I can always be wrong.
Jump! Ultimate Stars is designed by Japan, for Japan. You will definitely have no option to change the language. Even us french people living in Canada have to resort to playing english-scripted games (not that we don't understand english or anything ^^). It is a great game though, and you'll be severely looked down upon by many fellow JUS players simply because of the minor language barrier to such a great import.
The manual for Jump: Ultimate Stars is infact in Japanese. Me I'm kinda lucky since I know some Japanese. I'm in Japan right now studying the language and such and I had to pick up this game along with my DS. YES I ACTUALLY GOT A DS IN JAPAN. Only had to wait for about an hour and a half infront of Toy's R us. Not a big deal, no rush or anything either, they had like 90. Anyhow this game Rocks regardless of the language barrier GET IT! Great game although I wish that Dl play wasn't restricted to a select few of random teams. Anyhow Happy Hunting.
