Since when was this a prequel. I have the game and i thought it was new.

It's a very distance prequel. The plot summary is "Ring of Fates takes place during a time "'when the moon shone red and people feared the crystal.'"
In the first game they need the crystal in this one they didn't know what it was and were scared it also say time. So you know it's in the same land just a different point in time.
Also, http://finalfantasy.wikia.com/wiki/Final_Fantasy:_Crystal_Chronicles look at the Sequel sections it say's its a prequel (I know wiki isn't the most reliable source but it gives you an answer).
Do you have to know anything about the GC version of Crystal Chronicals to get the most out of this game? I never owned a GC, so I never played the original FF:CC... Kind of how I'm interested in getting FFXII:RW but lost interest in playing FFXII and never finished it... So now I feel like I need to go back and beat it if I want to play RW.

it's a prequel why would you need to know anything that hasn't even happened in the timeline yet.
