ya it is. to get eevees you need to have the national dex. you go to the pokemon mansion south from hearthome city. every day they put a different pokemon into the garden, and eevee is one of the possibilities. after you catch 7 eevees (because there are 7 eevee evolutions) your ready to evolve them. for vaporeon, jolteon, and flareon just use a water, thunder, or fire stone on an eevee. for espeon and umbreon your eevee has to be happy with you an level up in daytime for espeon and nighttime for umbreon. for leafeon and glaceon you need to level up and eevee in eterna forest for leafeon and near an ice stone which is just south of the snow city (i forget its name) for glaceon.

Since were talking about Eevees id like to ask something ive been wondering about for a long time.
Supposing i have an Eevee, i train it to lvl 25, then evolve it to Jolteon when it reaches lvl 25
And i have another Eevee, evolved it to Jolteon at its lowest lvl, then train it to lvl 25
Will the two have equal stats at lvl 25?

If you are asking if it is detrimental to evolve it early, statwise no. Eevee does learn some good moves you may want to put off evolving it for though.
