not a rip off, becuase it was the same company that decided to make an english version 

Pretty much, but I can't really imagine my self playing Happy Feet, let alone care about it's existence. Seriously though, would people look at Unreal Tournament and then look at Halo and say Halo is a rip off? This style of gameplay for rhythm games won't be too uncommon.
