Personally, i liked Final fantasy 4 more.
In terms of length, i found that Final Fantasy 4 was longer, though neither, I think were really that short, plus, In Chrono Trigger, you can get multiple endings, so basically it could be longer depending on if you like playing through games over again. If you are the type of person that likes to replay games, Chrono trigger will most likely be the better choice, but if you just like to go through a game with only one playthrough, then I think that Final Fantasy 4 would be a better choice.
In terms of difficulty, I think that Final Fantasy 4 would be the harder one, as you will most likely have to grind at least a little at certain parts where the enemies get stronger. Chrono Trigger, in my opinion, was a pretty easy game but if you just play through the game and don't grind a lot, the game has a decent challenge level. again, neither is overly easy, so you won't have to worry about either being to boring. If all you really want is a challenge, then you should pick final fantasy 4(or a much harder game).
In terms of gameplay, I would choose Chrono Trigger. One thing I enjoyed about the combat, is that you see the enemies on screen or they come to you witch is more realistic to me than in final fantasy 4, where like in most final fantasies, enemies come out of nowhere and start fighting you. Another thing that I would say is better about CT is that your characters are with you for pretty much the whole game, whereas in FF4, without giving away spoilers, in case you haven't played it, you may get annoyed when one of the characters you were training for a long time ends up leaving and not coming back. Also, i found that the combat runs smoother and faster in chrono trigger as the fights appear on the map and there in no loading or black screens between battle beginning and ending. Though there is also customization in FF4 through augments, where you can take one characters abilities and put in on another. Overall I don't really feel like going to far into detail but i would say that both games have a good combat system.
Also, though you didn't mention this in your post, i think that both games have an at least average if not good story, and if you didn't like FF3 at all, you may not like FF4 as it's slightly similar to FF3, like in the graphics, a bit. Overall, I think that they are really great games and you should choose based on what type of game you like to play more and maybe on the other users opinions.
If I made some mistakes, someone tell me as I don't feel like going through this, I haven't played either of these games for at least 3 weeks, and my hands hurt from typing :?
Obviously, Chrono Trigger will be voted more and rightly so.
But as a DS game, FFIV is better. Why? Because it's a true remake and it feels new. Chrono Trigger is just a port.
If this same question was asked duing the SNES times, I would have said Chrono Trigger. But this isn't 14 years ago.

Actually, in FFIV, you have the chance to complete the game with multiple playthroughs (three the last time i heard). And each time you start up another playthrough, you start up stronger but you end up having to do the same tasks and missions, but you can gain better items and stronger abilities.
Sticking to the point, I'd go with FFIV.
I'd go with FFIV Its good, but can be pretty hard and time consuming. I think i'm fairly close to finishing the game now, but I am really stuck on a cave that I just can't get through. I don't know if I'm meant to/need to even be in this cave, but I thought I would and I stumbled into something that killed me pretty fast.
I've not played it since and need to get back into it actually.
