fire emblem: shadow dragon recruiting help

Ok, I just got to chapter 7 on fire emblem shoadow dragon and I noticed the characters minerva and three other peg. knights there (I don't remeber their names, but you know who I'm talking about). So I looked up how you recruit them online and it said where you recruit them were in later chapters. Does this mean I can't recruit them right now? And if I can't, then do I have to do anything in that chapter to be able to recruit them or something? I don't know I'm just really confused. I just wan't some answers. My mind won't let me keep playing until I get this resolved.

Plz answer; every second that goes by without an answer is a second that I can't play FE:SD so answer quick plz.

You can recruit them later just let them leave and later in the game you can recruit them.

I know that the basic question has already been answered. However in all previous Fire Emblem games I have played you can check whether there are possible units to recruit. When you are setting up the battle, head over to the list of all your characters. To the far right there is usually a list that tells you with whom you can have a conversation, typically leading to recruiting certain characters.
