I haven't found out yet but i have a few guesses it says you have to get one from someone, and Lyle in WW was working with redd now he works for the happyroom so maybe if you get enough points with the happy room then he'll give you a invite
i read from someone on gamefaqs that Go to the City, go to the left and find Redd's store. He won't let you in and tells you that you need an invitation. Go back to your town and keep talking to your townspeople. One of them will eventually ask if you know about Redd's store. Say no, and that person will send you an invite in the mail.
