Help!...please? Drifloon

i went to valley windworks in the night, day and morning but still no Drifloon,

i talked to the people in the windworks building and i liberated Team Galactic i know its on the overworld in front of the windworks building but it doesnt show up on friday at any time. can someone PLEASE help?
