I hope you are joking. You can't just go to Walmart and buy a development kit. Nintendo gives them to actual developers.

You are not a developer so they won't give you a development kit. It's as simple as that.

Nah, I mean for having a closed system for which you need to get approval in order to start developing for.

Just download or buy Flash, and make a game. Email it to Nintendo and they will hopefully put it in the Wii Shop Channel. they will contact you telling you how much you will make from each person who downloads it.
