I'm hoping someone knows a site that has a collection of instruction bookelts for ds games.

Depends what games you're looking at. If you're looking for a booklet for a Nintendo game, Nintendo's website has them as free PDF downloads: http://www.nintendo.com/consumer/manuals/index.jsp

If its 3rd party like Majesco Entertainment, try the company website.

Gamefly.com also features printable instructions and control sets for just about anything you can think of. Just go to the site, search the game, and there you go! It's not original game art or anything, but it'll do for learning a used game.
