Neither game is "better" than the other; it all comes down to the version exclusives. I'll refer you to either Bulbapedia (google it!) or Serebii.net on that subject.
And to save you some time, you can get Ho-oh and Lugia in either game. They just become available earlier and later in the respective versions.
They are basically the same game with a few exclusive Pokemon to each game. I would personally go with Silver just cause I like Lugia more, but yeah. You get both of them in the game, just at different levels. I forgot about that.
But yeah. I've always preferred Silver but it doesn't really matter.

So blue, green and silver are all boring colors? Lol.There the same game. i just bought heart gold because I was tired of always getting the boring color (saphire, diamond, leaf green..)

The only thing that would make one better than the other is the exclusive pokemon in one are better than the other and seeing as thats down to personal preference you can't call one better than the other :)
