Neither game is "better" than the other; it all comes down to the version exclusives. I'll refer you to either Bulbapedia (google it!) or Serebii.net on that subject.
And to save you some time, you can get Ho-oh and Lugia in either game. They just become available earlier and later in the respective versions.
They are basically the same game with a few exclusive Pokemon to each game. I would personally go with Silver just cause I like Lugia more, but yeah. You get both of them in the game, just at different levels. I forgot about that.

But in Heartgold you get Lugia at a higher level later in the game.
The only thing that would make one better than the other is the exclusive pokemon in one are better than the other and seeing as thats down to personal preference you can't call one better than the other :)
i NEED to know is pokemon heart gold better then pokemon soul sliver roozie1
as actually reading a review would tell you they are both exactly the same aside from a few different pokemon in each (none of which are really worth getting one over the other)
