Is this one of those flash/emu card things?

My friend sold me a "game" which had both Pokemons on it, I hadn't heard of such a thing so I turned it down, but I did see it. It was just like a blank looking cartridge and someone told me it might have been something called a flash.

What the hell is it? And if it is, should I buy it?

I never heard of an official release like this. Smells like flash card, do not buy, for two reasons: 1 - It's illegal; 2 - You will never connect with Pokemon Revolution for Wii, to battle online with your trained pokemons.
