keep adding friends on 3ds but no one shows online???

i have added over 20 people on my 3ds and its never shown anyone online does the person i add need to add me in order for us to communicate???? if thats the case heres my friend code add me and leave ur friend code so i can add u to PLEASE!!!

If it says they're "provisionally added", then you have to wait for them to add you. If they don't know that you've added them, be sure to let them know.
