LOZTP Chest Question

I finished the game months ago, and it was a blast. But there was one chest that I was never able to reach. The one just outside the south gates to Castle Town. It is between the stairs and surrounded by water. How do you reach it?Nomadandsuzie

i got the master sword at the beginning of the game and i realized it glitched before the goron mines so i quit and started a new file

i beat the mines and i still hated the game so i just forgot it
